Moved to Minnesota

You may qualify for a special enrollment period (SEP) if you made a permanent move to Minnesota from another state, outside the U.S. or from a U.S. territory. You must have already moved to qualify for this SEP.

Making a temporary move or a move for purposes of receiving medical treatment will not qualify for a SEP.

Key Dates

  • 60-day SEP begins: Date of move.
  • When you can enroll: During the 60-day window of your SEP, after we verify your qualifying life event.
  • When your coverage starts: The first day of the month after your plan selection date.

Verification Documents

When you apply, the system will tell you what documents you must upload.

Be prepared to upload documents to show:

  • You made a permanent move within Minnesota in the past 60 days including where you lived before and when you moved
  • You had health care coverage before the move

You may need documents from these 3 groups:

1. Proof of your move to Minnesota

You’ll need to provide at least one document that shows your new Minnesota address and helps confirm when you moved.

Examples include:

  • Your current lease
  • Your current mortgage or home purchase documents
  • A recently issued Minnesota driver’s license or state ID
  • A recent utility bill or billing statement showing your new address
  • A recently issued voter registration card
  • For a school-aged child, school records showing recent enrollment at your new Minnesota address

2. Proof of health coverage before you moved

You may need to provide at least one document showing that you had health coverage before moving to Minnesota.

The document should generally show that your coverage ended or was active within 60 days before your move.

Examples include:

  • A HIPAA certificate showing health coverage within 60 days before your move
  • A recent pay stub showing a deduction for health insurance
  • Documentation showing health insurance premiums you paid, or an insurance bill
  • A letter showing that your previous health coverage ended, including the date coverage ended
  • Other documentation showing your last date of health coverage

You may not need to provide proof of previous health coverage if you were already enrolled through MNsure or you lived outside the United States.

If you lived in another country for at least one day during the 60 days before your move, you can provide a signed written statement saying that you did not have health coverage because you were living outside the United States.

3. Proof of where you lived before moving to Minnesota

You may need to provide at least one document showing your previous address.

Examples include:

  • Your previous lease
  • Your previous mortgage or home purchase documents
  • Your previous state driver’s license or state ID
  • A utility bill or billing statement from your previous address
  • A voter registration card showing your previous address
  • For a school-aged child, school records showing enrollment at the previous address

Don’t wait—MNsure must receive your documents and have time to process them before you can pick a plan. You must select a plan before your 60-day SEP window expires.
