Navigator Grant Program
MNsure is accepting proposals for the fiscal year 2027 Navigator Grant Program. The request for proposals is available under “Request for Proposals and Required documents.”
Proposals are due Tuesday, March 3, 2026 at 1 p.m. Central time.
2026 Key Dates
- February 3 – Request for proposals issued
- February 11 – Information session for potential applicants held at 1 p.m. Central time
- February 17 – Deadline for submitting questions regarding RFP. Questions must be submitted to navigatorgrants@mnsure.org by 3 p.m. Central time
- February 22 – Answer to questions will be posted on this webpage on or before this date
- March 3 – RFP responses must be submitted online by 1 p.m. Central time
- March – Committee completes review of applications
- April and May – Pre-award risk assessment and contract negotiations with selected applicants
- Early July – Grant awards announced publicly, grant contracts begin

Information Session
MNsure will host an information session or potential applicants on Wednesday, February 11, 2026, at 1 p.m. Central time to explain the RFP process and requirements. Oral answers given during the webinar are non-binding. Written responses to questions asked during the webinar will be posted on this webpage on or before February 22. The PowerPoint slides will be posted to this webpage after the webinar.
Participate in the February 11 webinar on Webex. We recommend logging in approximately 10 minutes prior to the start of the webinar.
How to Apply
Applicants must submit their proposals using the online application site hosted by Foundant Technologies.
- Go to MNsure’s grant application system.
- New users will need to create an account. Existing users will need to log in.
- From the dashboard, click on “Apply” to start an application.
- Complete each proposal section.
- If it is a paid partnership, upload required letters of support as a single document.
- Upload all required statements, Attachments A through D.
- Click “Preview” button to review to make sure all required information is included.
- Submit proposal prior to 1 p.m. Central time on March 3, 2026, by selecting the Submit button.
MNsure will provide an overview of how to apply through Foundant during the Information Session on February 11.
Questions and Answers
All questions about the request for proposals must be submitted to navigatorgrants@mnsure.org no later than February 17, 2026 at 3 p.m. Central time. Questions sent to other email boxes such as Assister Resource Center email box or individual staff member email boxes will not be responded to. Other personnel are NOT authorized to discuss this RFP with responders before the proposal submission deadline. Contact regarding this RFP with any MNsure personnel not following the process described here could result in disqualification. The state will not be held responsible for oral responses to responders.
Questions will be addressed in writing and posted here no later than February 22, 2026. MNsure will post generalized answers while maintaining the confidentiality of the potential applicant and any specifics about their proposal.
