Enhanced Federal Subsidies Continue to Improve Affordability for 2025 Health Insurance

ST. PAUL, Minn.—With enhanced federal subsidies continuing through 2025, Minnesotans who need health insurance for next year can look forward to signing up through MNsure, Minnesota’s official health insurance marketplace. Minnesota Department of Commerce has published final rates for 2025, and MNsure’s open enrollment period starts November 1.

“Quality health care coverage continues to be more affordable for Minnesota families thanks to enhanced federal subsidies,” said MNsure CEO Libby Caulum. “On average, we expect households that receive financial help through MNsure will save $561 per month on their health insurance premiums in 2025.”

Eligible Minnesotans get these savings in the form of tax credits. Advanced premium tax credits (APTC) work like an instant discount to lower the cost of monthly health insurance premiums. These savings are only available when you buy a private health plan through MNsure.

In recent years, federal legislation enhanced the benefits available through MNsure by increasing APTC amounts and expanding eligibility. All Minnesotans can find a plan with premiums that cost no more than 8.5% of their annual income. More middle-income families in Minnesota – who weren’t eligible before – are receiving tax credits and the larger savings are helping to keep health care costs in check.

For example:

  • A 25-year-old in southwest Minnesota with an annual income of $32,379 – or 215% of the federal poverty guidelines (FPG), just outside of eligibility for MinnesotaCare – can enroll in a bronze plan for only $45 per month after enhanced tax credits.
  • A family in northern Minnesota with an annual income of $93,600 (300% FPG) can sign up for a silver plan and get coverage for the whole family for $464 per month. Enhanced tax credits will reduce their monthly premiums by 70%, saving over $13,000 in 2025 for this family of four.
  • A married couple in their 60s in the Twin Cities metro area with an annual income of $81,760 (400% FPG) can enroll in a gold plan and apply tax credits to cut their monthly premium nearly in half, saving over $9,000 per year.

Minnesotans buying private health plans through MNsure also benefit from Minnesota's reinsurance program, which lowers premium costs by an average of 20% from what they would otherwise be.

Most Minnesotans who enroll through MNsure qualify for financial help.
