MNsure Announces Board Appointments, Officer Elections

ST. PAUL, Minn.—Last week, Governor Tim Walz appointed Matthew Anderson and reappointed David Fisher to the /mnsure/about-us/board-committees/board/members.jspMNsure Board of Directors.

Matthew Anderson, whose term runs from June 2024 to May 5, 2028, will represent the areas of public health, health disparities, public health care programs and the uninsured. Anderson is a faculty member in the Health Policy & Management Division of the University of Minnesota’s School of Public Health. Before joining the University, he served as assistant commissioner for health care & Medicaid director for the Minnesota Department of Human Services (DHS). In that role, Anderson served on the MNsure board as the DHS commissioner’s delegate. In addition, he has served on multiple public and nonprofit boards of directors.

“We are pleased to welcome Matthew Anderson back to MNsure’s board,” said MNsure CEO Libby Caulum. “His exceptional breadth of experience and deep commitment to improving access to health care will help advance our mission of ensuring all Minnesotans have the security of health insurance.”

David Fisher was reappointed to a second term, which runs from June 2024 to May 5, 2028. Fisher represents health policy issues related to the small group and individual markets and was first appointed to the board in June 2020.

Board chair and vice chair elected

On June 12, the board re-elected Stephanie Stoffel to chair the MNsure Board of Directors; she was first elected in June 2023. A Mankato resident, Ms. Stoffel most recently served as the vice president of technology at Scholarship America, where she led the organization’s efforts in technology development, planning, delivery and security.

The board also re-elected David Fisher to serve as vice chair. He was first elected as vice chair in June 2023.

“We are excited to have Chair Stoffel and Vice Chair Fisher continue in their roles,” added Caulum. “Their commitment to MNsure and their combined experience and expertise in technology systems and governance best practices make them uniquely positioned to lead the MNsure board.”

MNsure board members are appointed by the governor through the state's open appointments process and confirmed by the Minnesota Senate and House of Representatives. The commissioner of the Minnesota Department of Human Services is a standing member. Board members serve staggered four-year terms and are limited to two terms of service. All appointed members must have demonstrated that they do not have conflicts of interest.
