Data Matching Inconsistencies and Reasonable Opportunity Periods
10/23/2026 9:34:39 AM
Data Matching Inconsistencies (DMIs) occur when applicant information does not match federal or state databases. MN-EES automatically requests verification and displays a notification on the consumer’s dashboard. Consumers have a Reasonable Opportunity Period (ROP) which is 95 days from application submission to provide the requested documents. Failure to meet the deadline may result in loss of eligibility or financial assistance.
Assisters can proactively identify consumers with outstanding DMIs. When logged into your MNsure portal and viewing your Active Individuals, expand the search options (click “see more”) and use the search field “Applicant Verifications” to find consumers who have verifications due within 90, 60, 30 or 15 days.
Notification Timeline
At application submission, consumers receive a dashboard notification and eligibility notice. After 60 days, they receive a “Submit Documents to Keep Your Health Insurance” notice. After 96 days, they are notified of eligibility or subsidy changes, and a new eligibility notice is generated.
If the ROP expires, consumers must mail verification documents because online uploads are no longer available. Encourage consumers to submit outstanding documents as soon as possible. Eligibility will not update while submitted verifications are still being processed.
Potential Impact on Eligibility and Subsidies
- Missing Social Security number or citizenship/lawful presence verification may affect eligibility.
- Missing income, non-employer-sponsored minimum essential coverage, or American Indian/Alaska Native status verification may affect subsidies.
